Né et décédé en France, Talon fut intendant de la Nouvelle-France à deux reprises (1665-1668 et 1670-1672). Responsable de toute l'administration civile, il réorganisa la justice, organisa le premier recensement (1666), stimula l'immigration, développa l'agriculture, la pêche, les mines et l'industrie, encouragea la construction navale, instaura le commerce triangulaire (avec les Antilles et la France) et fit explorer le continent américain. En moins de six ans, "l'incomparable intendant", qui s'était révélé à la fois théoricien et homme d'action, avait ainsi donné un élan remarquable à la colonie et jeté les bases de cet "État fort considérable" dont il rêvait.
Born in Champagne, Talon served twice as Intendant of New France (1665-68 and 1670-72). Charged with the whole civil government of the colony, he reorganized the courts, conducted the first census (1666), stimulated immigration, fostered agriculture, the fisheries, mining and industry (including brewing), encouraged ship building, established a triangular trade with France and the West Indies and promoted exploration of the continent. Thus the "incomparable intendant", both planner and man of action, in less than six years revitalized the colony and laid the foundations for the important country he hoped it would become.
