William Henry Fuller est né à Ramsgate, en Angleterre.
Après quelques années passées à travailler dans une banque en Inde, il arrive au Canada vers 1870 et travaille à la Banque d'Ontario. Il s'intéresse également à l'exploitation minière.
Auteur, dramaturge et poète, il contribue fréquemment au Canadian Illustrated News en écrivant de petites histoires. Il a publié The Unspecific Scandal (1874) et rédigé le livret de l'opérette H. M. S. Parliament, or the Lady who Loved a Government Clerk (1880), une comédie à saveur politique.
Il est décédé en 1904.
