Ebenezer Hovey est né à Windham, au Connecticut, le 1er octobre 1752.
Arrivé dans les Cantons de l'Est en 1793, avec d'autres loyalistes ayant quitté les États-Unis, Hovey figure parmi les pionniers du canton de Hatley. Lors de la proclamation du canton, en 1803, il fait l'acquisition, avec son associé Henry Cull, de plusieurs milliers d'acres de terres.
Hovey est capitaine de milice pendant plusieurs années et capitaine d'une compagnie formée en 1807 dans le canton de Hatley.
Il est décédé le 24 avril 1836.
Il avait épousé Rebecca Simmons.
